The Authority is looking for qualified, competent, dynamic and committed Tanzanians to fill the following vacancies:
1. JOB TITLE: FINANCE MANAGER - 2 POST (RE ADVERTSED)
Reporting to: Director of Finance
Location: VETA Head Office
(a) Direct Entry Qualification
i) Holder of Masters, Bachelor Degree/Advanced Diploma in Accountancy from a recorgnized University/Institution
ii) Must possess full professional accountancy qualification CPA (T) or its equivalent
iii) Must have at least five years experience in similar positions
iv) Registered by the National Board English and Swahili languages
v) Knowledge of Computerized Accounting system - Navision Dynamics is an added advantage
(b) Key role
The Finance Manager (FM) provides the overall vision and strategic leadership to the programme support and management activities of the Head office /Zone. FM deals with, qualitative management and plays a key role in facilitating the Head Office/Zone in planning and implementation resource mobilization, and financial accountability. FM also takes a key facilitates and implementation role in the Head Office/ Zone Office/Centres area of finance and staff development. (c) Specific Responsibility
i. Facilitates the coordination and formulation of annual/yearly work plans that direct how the Head office/zone will be implemented, financed, monitored and documented systematically; on
ii. Provides timely and quality advice and support to the Director of Finance, members and staff on finance issues during the course of planning, implementing and monitoring the different activities in the Head office/Zone
iii. Ensures effective coordination of the development, Implementation and monitoring or sustainable Head office/Zone development
iv. Participates in planning, coordinating, implementing and monitoring of the day to day activities in the areas of managing finances; and
v. Assist the director of Finance in facilitating Head Office finance Department meetings and any other relevant forum
(d) Finance and Accounting
• Advises the director of finance on financial issues and informs on the status of the Head office and zones through preparations of periodic reports and consultations
• Serves as the Financial Controller and Accountable officer for managing and monitoring effective maintenance of books of accountants for the Head office
• Participates in the (Coordinates and facilitates preparation of financial reports for relevant actors within and outside the authority on periodic basis
• Participates in the formulation, review and management of financial/accounting policies and operating procedures/tools as well as in the management of the accounting systems
• Co-ordinates and supports the auditing processes of the Head office/zone accounts once every year, and supports the finance staff at Head office/zone cost a centres in their day to day work including verification and review of accounting records on a perieodic basis, and
• Participates in the facilitation and coordination of the development and implementation of resources mobilization strategies and management of the budgeting process to ensure financial sustainability of the Head office/Zone
• Control cash flow Management by monitoring the movement of VETA funds through block funding for optimum utilization of Revenue
• Mentor and Coaches Bursars & Accountants

2. JOB TITLE: CASHIER (1 Position)
REPORTING TO: Finance Manager/PFA
Location: VETA Head Office
Qualification
i. Form IV/VI with passes
ii. Holder of Bachelor degree/Advanced Diploma or Diploma from a recognized Institution
iii. Must have at least three years’ work experience in similar position
iv. Able to use IT equipment’s and simple financial systems packages/ simple Arithmetic
v. Must able to fill simple type of documents such as cheques, receipts etc
vi. Must be fluent in both English and Kiswahili
Main duties/task
i. Process payments by preparing cheques after verifying the amount payable in order to abide to accounting and banking procedures
ii. Conduct banking activities by depositing and withdrawing cash and/or cheque with a view of effecting payments to customers, suppliers and authority
iii. Receiving and issue cheques from/to customers and employees in person or by mail after verifying amounts and issue receipts to ensure proper payments for service rendered
iv. Timely replenish petty cash float by summarizing paid petty cash vouchers and seek approval in view to pay petty activities as they occur
v. Timely collect bank statements by issuing a request note to bank showing cover period for bank statement requested in order to facilitate preparation of bank Reconciliation statements
vi. Safe keep all accounting documents by filling all payment vouchers, receipt and other in an orderly manner for easy tracing and retrieval
vii. Perform any other duties related to the job as may be assigned by principal financial accountant from time to time

(i) Understudy Senior members including attending lectures and seminars, tutorial and practical
(ii) Assist in conducting tutorial and practical exercises for studies in the department under close supervision
(iii) Prepare material for practical and tutorial exercise

3. JOB TITLE: ESTATES MANAGER (1 POST)
(a) Qualification and Experience
Applicant must be a Holder of a Masters Degree in Engineering of Architecture or any other relevant held and registered as a professional Engineering/Value with the relevant Board. Must have obtained a GPA of 30 or above in undergraduate Degree with working experience at least three as Principal Estate Officers or its equivalent
(b) Duties and Responsibilities
(i) Head of the Estate Department and responsible to the Principla through the Deputy Principal Administration
(ii) Serves as Secretary to the estates Committee
(iii) Responsible for land management maintenance and rehabilitation of buildings and infrastructure and space utilization
(iv) Responsible for Formulation of recurrent maintenance and capital development projects and their budgets
(v) Responsible for execution of maintenance works and capital Development projects
(vi) Responsible for Preparation of specifications of furniture and equipment
(vii) Responsible for progress reports and maintenance works
(viii) Responsible for maintaining the fixed assets register in collaboration with the Bursal
(ix) Responsible for provision of essential services such as water, telephones electricity, sewage, drainage environmental cleanness and safety etc; and
(x) Perform any other dujties as directed by Deputy principal - administration

4. JOB TITLE: SENIOR ASSISTANT HEALTH ENVIRONMENTAL OFFICER II (1 POST)
(a) Qualification and experience
Holder of Diploma in Public Health/Health Science/Environmental Health Science and should have registered with the Environmental Health practitioners Registration Council and have relevant working experience of at least five
(b) Duties and Responsibilities
(i) Inspect environmental sanitation around campus
(ii) Inspect sanitary of building and cafeteria
(iii) Inspects food taken by students according to standards set by the Government
(iv) Facilitate prevention of animals and insect which spread diseases
(v) Taken measure to prevent and combat diseases epidemic
(vi) Perform any other duties and responsibilities as may be assigned by the relevant authorities

5. JOB TITLE: SENIOR DRIVER II (1 POST)
(a) Qualification and Experience
Holder of Form IV Secondary education with passes in Kiswahili and English with a Trade Test Grade I. must have a valid Driving Licence in the Relevant class, and has attached Advanced Drivers Certificate Grade II from recognized institution and relevant working experience of not less than five years
(b) Duties and Responsibilities
(i) Rivers DUCE vehicles skillfully
(ii) Maintains and keeps up to date log books
(iii) Adheres to Maintenance schedules
(iv) Keeps motor vehicle in good running conditions and reports immediately faults and defects to Transport officer
(v) Ensure that valid documents are obtained prior to commencing any journey
(vi) Ensure safety and cleanliness of the vehicle at all times
(vii) Performs messenger duties and responsibilities such as dispatching documents/letters, collecting mail photocopying of documents
(viii) Diagnoses more complicated problems in the vehicle needing repair
(ix) Verifies repairs undertaken on vehicles
(x) Performs any other duties and responsibilities as amy be assigned from time to time by one’s reporting officer
(c) Salary scale: PGSS 7 - 8
